This circuit is taken from datasheet of 555 timer ic . 555 Timer IC is connected in astable mode. In astable mode it generates square wave pulses whose duty cycle & frequency is dependent on resistor & capacitor combination. 555 Timer is a vast topic i'll InshaAllah make another  video of 555 Timer in which we will see how to calculate the frequency & duty cycle.
